City Council actions April 12, 2024

Actions taken during the Sikeston City Council reorganizational meeting held Friday, April 12 were:

  • Council accepted the election results from the April 2 election where Mayor Greg Turnbow, Ward 2 Council representative Vest Baker and Ward 3 Council representative David Teachout were re-elected.
  • Turnbow, Baker and Teachout each took the oath of office.
  • Onethia Williams was re-elected as Mayor Pro-Tem and took the oath of office.
  • Council members John Leible, Baker and Ryan Lindsey were reappointed to the Professional Consulting Committee.
  • Council member Tom Robinson was reappointed to the Liquor License Review Board.
  • Teachout and Lindsey were reappointed to the Planning & Zoning Commission.
  • Robison was reappointed to the Board of Municipal Utilities Commission.
  • Teachout was reappointed to the Sikeston Public Library Board of Trustees.
  • Williams was reappointed to the Sikeston Housing Authority Board.
  • Leible was reappointed to the Land Clearance Redevelopment Authority (LCRA) Commission.
  • Robison was reappointed to the Park Board.
  • Teachout was reappointed to the Public Safety Advisory Board.
  • Williams and Leible were reappointed to the Tourism Advisory Board.
  • Lindsey was reappointed to the Stormwater Management Board.
  • Lindsey was reappointed to the Sikeston PAWS Advisory Board.
  • Turnbow was reappointed to the Capital Improvements Plan Evaluation Committee.
  • Council adopted the LCRA Redevelopment Plan for 10-years.
  • Council approved amending a section of city code that involves what types of industries and facilities are required to have backflow prevention devices. The change makes codes compliant with DNR regulations.
  • Council approved amending a section of city code for inspecting and testing of prevention devices. All inspection companies or persons that conduct inspections in the City of Sikeston must have a plumber’s performance bond and a city-issued license to do any inspections to backflow prevention devices.
  • Council approved the purchase of fire accessories and equipment using grant funding. Sikeston DPS was awarded the Region Homeland Security Oversight Committee Grant (RHSOC) for $16,392.40. With the money, DPS is purchasing 16 Team Wendy helmets with accessories from Banner Fire Equipment for $8,543. They also purchased 20 MSA G! facepiece filter adapters and 38 filters for $7,050 from Sentinel Emergency Solutions. The total cost of the equipment is $15,593.20, which is 100% covered by the grant.
  • Council approved awarding the city’s general liability insurance to Marsh Wortham Insurance for $538,148 for one year. Marsh was the only one to submit a complete bid, however, Anderson Green Insurance did bid but without quotes. Blake Bain with Anderson Green told council they couldn’t get quotes due to the lack of time given before the bid was due. However, she did say they were willing to take over the insurance from Marsh at the same costs. Robison questioned if the city would have to rebid to allow that. Amanda Groves, Sikeston’s financial officer, said that she recommended going with Marsh for one year instead of the usual six years, and rebid the insurance next year, allowing for more time for companies to get quotes. Council voted 4-0 in favor with Baker abstaining.
