Council Actions - August 27, 2018

During today’s Council meeting, the following actions were taken:
 
A.  Conducted the first reading of Bill #6115-BMU Electrical Rate Increase; Bill #6122-BMU Sanitary Sewer Rate Increase; and Bill #6123-BMU Water Rate Increase. Consideration to approve these bills will be done at the September 10th Council meeting.
 
B.  Approved bill #6114, authorization to purchase property from David K. Lape Farms for future construction of a well and water treatment plant for BMU.
 
C.  Approved bill #6109 which establishes the 2018 property tax rate for the City of Sikeston.  For general fund, tax rate of $.4135 per one hundred dollars of assessed valuation of taxable property; for public library fund, tax rate of $.2000 per one hundred dollars of assessed valuation of taxable property; and for public parks, tax rate of $.1802 per one hundred dollars assessed valuation of taxable property.  A public hearing was conducted prior to the Council meeting with no questions or comments from the public.
 
D.  City Manager Douglass briefed Council on the allowing golf carts on city streets.  Council has directed staff to draft an ordinance for the next Council meeting.
 
E.  Approved Resolution 18-08-01, authorizing  the emergency demolition of four structures found to be health and safety hazards.  Those structures are:  315 Alabama, 402 William,  309 Jaycee and 1510 W. North.  Staff will seek quotes for cleaning up any of the properties that we are unable to demolish with our own equipment.
 
F.  Conducted first reading of Bill #6116, installing a four-way stop sign at Wakefield and N. Ranney.
 
G.  Conducted first reading of Bill #6117, installing a stop sign at Glacier and Yellowstone.
 
H.  Conducted first reading of Bill #6119, request to rezone property located South of Brunt Blvd. and North of US Highway 60 from “AG” Agriculture to “R-1” Single Family Residential.
 
I.  Conducted first reading of Bill #6120, request to approved proposed subdivision, South Ridge Estates 22nd Addition, located South of Brunt Blvd. and North of US Highway 60.
 
J.  Awarded Bid 19-12 for a Box Blade Level Best Grader with Transit to BRANDEIS in the amount of $13,802.40.  This grader will be used for touchups on ballfield grading for the Parks and Recreation Department.
 
K.  Authorized the purchase of 125 tons of DuraEdge Professional Infield Material and 50 tons of DuraTrax Warning Material from Advanced Tur Solutions in the amount of $23,050.  This will be used for installation on Field #1 and Field #2 infields at the Recreation Complex.
 
L.  Awarded Bid 19-13 to Advanced Turf Solutions in the amount of $53,665.47 for the renovations of infields for Field #1 and Field #2 at the Recreation Complex.
 
M.  Council tabled the following items for the September 10th meeting:
            1.  Monument/Wayfinding Sign Locations     
            2.  Award Contract to MUSCO Lighting for Lighting Upgrade
            3.  Briefing:  New Madrid County Flood Plain
            4.  Approval of Land Lease for Airport Hanger
