City Clerk

Carroll Couch holds the City Council appointed position as City Clerk.  Mr. Couch develops, administers and refines city-wide financial accounting systems, policies and procedures and mantains official city records, files, and assessments.  He attends all meetings of the City Council and maintains a journal of Council proceedings and recommends and administers approved departmental budget.

Personnel within the City Clerk's Division are responsible for municipal elections, the recording and retention of all Council actions and documents, personnel and purchasing administration, and the preparation and analysis of municipal financial reports.
